The Board consists of not less than four and not more than nine members appointed by the Minister of Indian and Northern Affairs and Northern Development and is made up of at least one nominee of each department of the Government of Canada that, in the opinion of the Governor-in-Council, are most directly concerned with the management of the water resources in the NWT and at least three nominees of the person occupying the recognized position of Government Leader of the Northwest Territories.
